The parliamentarian proposed to the Minister of Agriculture Oksana Lut to increase the customs duty on cut, imported flowers to three euros per kilogram. Thanks to this measure, it will be possible to reduce VAT for Russian manufacturers to 10 percent, he explained.
Despite a number of support measures, such as the elimination of gray imports and increased import duties on cut flowers, the Russian flower industry remains dependent on foreign supplies. The vast majority of imported flowers come from the Netherlands, an unfriendly country. The increase in duties will allow both to keep flowers accessible to citizens and to reduce the number of imported products.
"Flowers are not only a beauty, but also an important part of the economy. Therefore, we must give Russian manufacturers a chance. To encourage them to develop. To support. So that in the future our beloved women can enjoy not only beautiful, but also domestic flowers," Gusev said.
As calculated in the Flowwow marketplace, tulips in Russia have already approached the average cost of roses: over the year, prices for them soared by 25 percent and as of February reached 231.3 rubles per flower. A rose flower will cost 248.6 rubles, meaning the difference is only 7.4 percent. A year earlier, the gap between the flowers reached 38.9 percent, while the rose this February even fell in price by 2.7 rubles compared to last year. The reason was the crop failure of bulbs in the Netherlands, from which tulips are grown in Russia.
